On May 4th we celebrated the 30 anniversary of the US Supreme Court decision that allowed women to join Rotary.  Secretary Liz read a brief history of Women in Rotary and details of the decision.  We then celebrated with a delicious cake and the women members were presented with Women in Rotary pins.  As the saying goes, a good time was had by all.  The women who were not present at the meeting will receive their pins this week.

Our EarlyActors at Juanita Gardine Elementary School are diligently working on their International Understanding Project.  For their project they chose to do presentations on 5 Caribbean islands at an assembly for students, parents and Rotarians.  They are meeting three times a week to research their islands; Puerto Rico, Dominica, Barbados, Antigua and Trinidad and Tobago.
The EarlyActors will be doing presentations and preparing storyboards for each island.  We are still working on setting up Zoom meetings with Rotarians from each island so they can find out what Rotarians believe make their island special.

Our special guests last week were Ed Banayat, who oversees Junior Statesmen of America (JSA) in all the territories and freely associated states, and our dear friend Ernest Morris, who is a Junior Statesmen alumnus and Virgin Islands Coordinator. We presented our annual donation to their Virgin Islands Scholarship fund.
Information about JSA from their website, www.jsa.org.

On high school campuses across the country, there are students concerned with what is happening around them – students who are interested in politics and government, foreign affairs, the law and education. The Junior State of America (JSA) was created by and for these young people. Since its founding in 1934, more than 500,000 student members have become active, informed citizens through JSA. Read our Mission Statement .

What makes JSA so unique is that students organize every aspect of the organization, from the chapter level all the way to state and national administration. Our student leaders, elected by their fellow JSA members, plan and execute all of the conventions, conferences and political-awareness events held by JSA.

JSA allows for an exchange of ideas through stimulating student debates, thought talks, problem solving and a variety of simulations. By participating in these activities, each member gains a more intelligent and informed viewpoint. JSA also provides a wonderful chance to meet and make friends with scores of other bright, involved students who have similar interests. It’s an experience that no young person would want to miss.

JSA is a national organization organized at the local chapter level. These chapters collectively form regions which coordinate communication with chapters and run regional events annually. The regions form states which run three large overnight conventions a year, and the national level of general program operations. See the section on how to start a chapter to bring JSA to your school.

Rotary Club of St. Croix Celebrates 30 Years of Women in Rotary
Frederiksted, VI – The Rotary Club of St. Croix joins with Rotary Clubs around the world celebrating the 30th anniversary of Women in Rotary.  On May 4, 1987, the US Supreme Court decided in the case, Board of Directors, Rotary International v. Rotary Club of Duarte, that women could not be denied membership in Rotary.
Before the Supreme Court decision in 1987 there had been a number of attempts by clubs around the world to have women admitted to the organization by introducing potential legislation at Rotary International’s(RI) Council on Legislation (COL).  The COL meets every three years to adopt or reject changes to RI’s governing policies.
Currently there are 1.2 million Rotarians around the world with close to 200,000 women members.  The first glass ceiling was smashed in 1987 and more are continuously being broken.  Dr. Sylvia Whitlock served as the first president of a Rotary Club and it is no surprise that she was President of the Rotary Club of Duarte. In the last thirty years women have served as club presidents, district governors, representatives to the COL, Women serve on the Board of Directors of RI and Vice President Jennifer E Jones is the first woman to serve in that position.  Rotarians are looking forward to the first woman president of Rotary International.
Timeline of Women in Rotary
1950 - enactment to delete the word “male” from the Standard Rotary Club Constitution is proposed by a Rotary club in India.
1964 - enactment proposed by a Rotary club in Ceylon (now Sri Lanka) to permit the admission of women into Rotary clubs; COL votes that it be withdrawn along with two other proposals to allow women to be eligible for honorary membership.
1972 - As more women begin reaching higher positions in their professions, more clubs begin lobbying for female members. A U.S. Rotary club proposes admitting women into Rotary.
1977 - Three separate proposals to admit women into membership are submitted to the COL.  The Rotary Club of Duarte, California, USA, admits women as members in violation of the RI Constitution and Standard Rotary Club Constitution. Because of this violation, the club's membership in Rotary International is terminated in March 1978. (The club was reinstated in September 1986.)
1980 - The RI Board of Directors and Rotary clubs in India, Sweden, Switzerland, and the United States propose an enactment to remove from the RI and club constitutions and bylaws all references to members as “male persons.”
1983-86 - In a lawsuit filed by the Duarte club, the California Superior Court in 1983 rules in favor of Rotary International, upholding gender-based qualification for membership in California Rotary clubs. In 1986, the California Court of Appeals reverses the lower court's decision, preventing the enforcement of the provision in California. The California Supreme Court refuses to hear the case, and it is appealed to the U.S. Supreme Court.
1987 - On 4 May, the U.S. Supreme Court rules that Rotary clubs may not exclude women from membership on the basis of gender. Rotary issues a policy statement that any Rotary club in the United States can admit qualified women into membership.
Sylvia Whitlock, of the Rotary Club of Duarte, California, becomes the first female Rotary club president.
1988 - In November, the RI Board of Directors issues a policy statement recognizing the right of Rotary clubs in Canada to admit female members based on a Canadian law similar to that upheld by the U.S. Supreme Court.
1989 - At its first meeting after the 1987 U.S. Supreme Court decision, the Council on Legislation votes to eliminate the requirement in the RI Constitution that membership in Rotary clubs be limited to men. Women are welcomed into Rotary clubs around the world.
The preceding information is from www.rotary.org.
Locally, women have been active members in Rotary since the Supreme Court decision.  According to club president Sandra Gerard-Leung, “the first woman to join Rotary on St. Croix was Joanna Lindquist who joined our club in 1998.  Over the years, we have had 50 women belong to our club and currently 70% of our members our women.  We are very proud of that, and all the women that are or have been part of Rotary.”
“We need to thank all the clubs that stood up for women and worked so hard, and so long, to have us admitted to the organization.  We salute the Rotary Club of Duarte, California.  They were expelled from Rotary for 11 years because they had admitted women as members.  They stood their ground and fought for their decision to have women members for 11 years, all the way to the Supreme Court,” Gerard Leung said.
The US Supreme Court Case from Oyez, https://www.oyez.org/cases/1986/86-421:
Facts of the case
When the Duarte chapter of Rotary International violated club policy by admitting three women into its active membership its charter was revoked and it was expelled. The California Court of Appeals, however, in reversing a lower court decision, found that Rotary International's action violated a California civil rights act prohibiting sexual discrimination.
Did a law which required California Rotary Clubs to admit women members violate Rotary International's First Amendment rights of association?
No. Considering the size, purpose, selectivity, and exclusivity of Rotary's membership, the Court found that the relationship among the club's members was not of the intimate or private variety which warrants First Amendment protection. Writing for the unanimous Court, Justice Powell argued that because many of Rotary's activities (including their meetings) are conducted in the presence of strangers, and because women members would not prevent the club from carrying out its purposes, there was no violation of associational rights. Furthermore, even if there were a slight encroachment on the rights of Rotarians to associate, that minimal infringement would be justified since it "serves the State's compelling interest" in ending sexual discrimination.
It was a 7-0 decision; Justices Blackman and Day-O’Connor recused themselves because of their affiliation with Rotary.
President Gerard-Leung wants everyone to know that club meetings are open to everyone and we encourage you to join us.  Meetings are held every Thursday at Gertrude’s Restaurant at noon.  Information about the club is available on their website, www.rataryclubofstcroix.org and their Facebook page, www.facebook.com/RotaryClubofStCroix/ .

2017-18: Rotary: Making a Difference

Theme logo 2017-18 EN

In 2017-18, we’ll answer the question “What is Rotary?” with RI President-elect Ian H.S. Riseley’s theme, Rotary: Making a Difference. “Whether we’re building a new playground or a new school, improving medical care or sanitation, training conflict mediators or midwives, we know that the work we do will change people’s lives — in ways large and small — for the better.”

My Brother's Workshop St.Croix Steering Committee members: Chris Finch, Lisa Moorehead and Judi Buckley joined Rotary Harborside and Rotary St.Croix for the meeting on Wednesday April 22nd at Brew Pub to update clubs on plans to start the program on St.Croix. Program has been active and very successful on St.Thomas for many years and there is certainly a need for the program on St.Croix to serve our young men here and provide them with a path and mentor to re-direct their life. The program works by identifying young men wiith limited skills or training (initially those that have been through YRC several time) provides them with a stipend and training in trades. It them partners them with trade professionals to work to gain work experience and additional training.

The concept of vocational service
The Object of Rotary is a philosophical statement of Rotary’s purpose and the responsibilities of Rotarians. The concept of vocational service is rooted in the Second Object, which calls on Rotarians to “encourage and foster”:
• High ethical standards in business and professions
• The recognition of the worthiness of all useful occupations
• The dignifying of each Rotarian’s occupation as an opportunity to serve society

As a Rotarian, how can you put these ideals into action? Consider these suggestions:
• Talk about your vocation in your club, and take time to learn about fellow members’vocations.
• Use your professional skills to serve a community.
• Practice your profession with integrity, and inspire others to behave ethically through your own words and actions.
• Help a young person achieve his or her career aspirations.
• Guide and encourage others in their professional development.

Lt. Morales is from PA and is in the process of improving the SA Estate Whim facility to get it up and running to serve as a soup kitchen for the F'sted area. He has a working kitchen, a volunteer chef and now is only in need of food stuffs to open on a limited basis. This program augments the many others the SA performs at their facility located next to Villa Morales.
In developing the SA center, the Lt. has a formidable task at hand but is very energetic and a successful outcome is inevitable. Donations graciously accepted and are used only locally. Volunteers are needed to man the donation collection points at major stores, especially around Christmas.

Clema LewisExecutive Director of the Women's Coalition spoke at Rotary last week. The Women's Coalition’s doors are open, its hotline is ready for calls 24 hours a day, and it’s holding marches, rallies and fundraisers in October for Domestic Violence Awareness Month, The Women's Coalition also continues to run afterschool and summer school programs.

"We provide services to between 6,000 and 10,000 people every year," Lewis said. "Most people believe we are just about domestic violence but we provide assistance for all crime victims." The Women's Coalition has helped with funerals of homicide victims, counseling for survivors of homicide, and teaching victims how to look for a job and become independent, among its activities, and whatever other needs they are able to fulfill.

"As long as they are a victim, we provide services as well," The Women's Coalition provides counseling, clothing, food, rides to doctors, help making appointments with Human Services and other help. "We are the only agency that has transitional housing in the territory," Lewis said.

Dr Sarah Mahurt and the Dept of Education created the Literacy Council to address challenge of our students having difficulty with learning to read and low test score on standardized reading test. Their first area of focus is student attendance, looking at various issues with attendance and how it affects student performance. She discussed Five Myths of School Attendance:

1. Students don't start missing alot of school until middle school

2.Absences in the early grades don't really affect academics

3. Most schools already know how many students are chronically absent

4. There is not much that schools can do to improve attendance; it is up to the parents

5.The federal government has no role in reducing chronic absence

There is only 1 facility on St.Croix providing full care. New Life is an independent living facility meaning that residents  need to be able to care for themselves. Teresa Woods, current club secretary and long time salesperson on St.Croix was one of our speakers last week. She provided valuable information on differences between sales on island and stateside in particular the cost, challenges and benefits of purchasing locally. When you buy locally you support local businesses and thus create local consumers and have local customer support for returns or repair,  your cost may appear to be higher than buying online and having it shipped in, but there is no local support system in place and your money leaves the island and economy. Teresa provided some great examples of local support, service and advantages, she also provided adventures she has had in the experiences.
